I use Elements to some degree, but most of the time I rely on the modest processing capabilities of iPhoto and Picassa. However, I'd like to move on. However, I'm puzzled by the similarities and differences between Elements, Photoshop CS, and Lightroom - I see that people also use various supplementary packages such as BWStylerCS, Color Efex Pro, and DxO Optics, etc. What combination of software would people recommend?

Hi Tom.... Lightroom was developed as a simplified version of Photoshop especially for photographers. It's not less powerful; it just doesn't have many of the tools mostly used by graphic artists (and confusing to us photographers). In addition, it has great file organizing capabilities similar to Adobe Bridge. Many photographers are discovering that it covers almost all the processing needs they have. It has greater processing power than Elements, which is designed to be a simplified version of Photoshop CS. I would think that your time would be best spent learning how to most effectively use Lightroom and Elements, and developing your image-making skills, rather than trying to learn how to use the plethora of image-editing software packages out there.
